As of this time, most bank recipients of TARP have repaid the advanced amounts with interest and the government actually made money on the scheme. Currently, the Obama administration is using the repaid TARP advances as a government spending slush fund, instead of repaying the national debt created under the TARP program as directed in the TARP bill initially enacted into law and signed by the President.
