Thank you for the reference. Do think that this agreement could be challenged by congress, as it is essentially a treaty? Or has it already met that threshhold? Are there grounds for the border states to file against the federal government for usurpation of states' rights? In framing this agreement Reagan's DOJ must have studied this agreement to assure that it was not misused. Perhaps, it be challenged in its interpretation.
