In order for me to make a judgment on the content of this video, I need to know what issue/pending legislation/appointment was being discussed and what eventually happened. Did the Republican majority actually employ the “Nuclear Option” or just threaten its use? If the Republicans did indeed pass a measure with a 51 vote majority, then they have no grounds on which to no criticize the Democrats, even though I am bitterly against the current Health Care bill.
I agreed with them then…as much as I disagreed with their politics, but a 51 % majority is not what was intended for a balance of State’s rights. Now that Obama, Nancy, and Harry are in power they are trying to get their way. The Republicans heard them then and never used the nuclear option. So now the Democrats need to adhere even though they may feel different. The people will decide this November what they want and if they get the 60th vote they need it will come by the voice of the people and no one else – just like they lost their 60th vote.

reconciliation is not the same as removing the use of the filibuster, it is not the “nuclear option”. The former is an accepted tactic used by the GOP many times, the second is a changing of senate rules.

They’re so close to an instant 18% increase in the size of an already massive federal government, they’ll gamble with a bunch of Democrat seats and even the presidency to achieve their ultimate goal – to enlarge government to the point of making too many people dependent on the government to vote for anyone who “threatens” to reduce the size of government. A reduction would mean the loss of either their job or the job of a family member or close friend. It also means the loss of some undeserved welfare benefits, which would include an expanded Medicade program that includes the border jumpers they’re trying to make citizens for the purpose of turning them into loyal Democrats.
Who cares if the country goes bankrupt? The Democrats certainly don’t. At least a few Republicans and independents still care. Let’s keep them. Republicans did NOT use the nuclear option, and neither will democrats. The NUCLEAR OPTION is the only arrow left in the democratic quiver over this issue. They are flexing it to bring republicans on board, yet unfortunately everyone knows it can’t be employed. To set the record straight; the republicans NEVER used reconciliation to cram through major legislation. They used it for minor pieces. The US Senate and house will be screwed forever if the only way laws get passed is requiring a super majority, which is a rare occurance. If anything less than 60 in the senate means gridlock, what does it mean for majority rules?
What the Republican’s fail to point out is that the “nuclear option” was much about appointing conservative judges who felt that the bench was a place not to interpret the law, but to write new law. Remember, those judge appointments require a 60 majority, not just a 51 majority. The Republicans wanted to change the rules.
Now, the Republican’s want their revenge, by denying the American people what a majority rule senate should be able to do: pass laws and govern the country. This is something that will come back to haunt the republicans forever, stamping them the party that denies the public their rights to an elected government.

This Democrat diatribe in 2005 was about the GOP wanting a simple majority vote on W’s judicial nominations. If ever there was a case FOR reconciliation (aka “nuclear option”), it would be judicial nominations, since a good argument can be made that the “Advice and Consent” clause in the Constitution probably didn’t mean the Senate would need a filibuster-proof majority to give consent to a judicial appointment. “Advice and Consent” sound to me more like a simple majority.
We should vote out all the incumbents regardless of party….only problem with that is that it requires the Democrats to join. But they’re too stupid and will keep their incumbents because they think government owns them….so all that will happen is that the Republicans will get voted out and the Democrats will think that means it is a mandate for more government. Reconciliation is a process for passing bills related to the budget with a simple minority. It was used during the Bush years by the Republican minority a number of times. Specifically

– The 2003 Bush Tax Cuts [HR 2, 3/23/03]
– Tax Increase Prevention and Reconciliation Act of 2005 [HR 4297, 5/11/06]
– The Deficit Reduction Act of 2005 [H. Con Res. 95, 12/21/05]

The ‘nuclear option’ the democratic speakers in this compilation are referring to is NOT reconciliation. It was about changing the rules of the Senate to eliminate filibusters (http://en.wikipedia.org/wiki/Filibuster#Recent_U.S._Senate_history). At the time, Democrats were threatening to filibuster a handful of judicial nominees (2 in particular – do any of you remember how the right railed about giving them ‘an up or down vote’?). Republican senators proposed changing the filibuster rules so that that a cloture vote would require only a simple majority. A bipartisan group (remember the gang of 14?) got together and pledged NOT to use the filibuster unless under extreme circumstances. There were NO MORE filibusters after that in the 109th congress.
Since the Democratic majority came to power, however, the filibuster threat has been used over 100 times in the Senate by Republicans and conservative Democrats. This is unprecedented in the history of the Republic.
Speaking as a democrat, I think it is less principled opposition than a crass political tactic to produce gridlock and frustration with the government so as to increase anti-incumbent sentiment in November. THis is just my opinion though, and I will grant that some Republican Senators are probably doing this for what the see as principled reasons.
I should note that Democrats are now considering the *real* nuclear option as proposed in 2005 by the Republicans which these speakers are protesting. I’m not personally sure I’m in favor of it myself, and these proposals have not gained much support from Democrat Senators, yet.
Please, conservatives, let’s look out vigilantly for lies propagated by the forces on both sides of the spectrum that seek political advantage in sowing distrust and disharmony between us. We have an obligation to do so more strongly when the statements reinforce our own points of view because that’s when we tend to treat them less critically.

A 51 vote majority is not a “nuclear option.” It’s simply called a majority. This abuse of the filibuster is un-American. I have voted for many mostly Republican over the last 20 years. But, no Republican who endorses this abuse of the system will ever get my vote again. Most of my friends and colleagues who are center-right agree with me on this. Holding the system hostage isn’t what the Founders had in mind. Just because I fundamentally disagree with their policies does not give me the right to cripple our system. Do the Republicans who support this very European style of Parliamentary manipulation not know they are simply asking for a minority Democrat Senate to take revenge in kind? This is ridiculous.

Republicans put justice to work again for americans using a simple threat in a subtle, calculated way. It was the right thing to do.

I’m a conservative….but this video “flashback” is not appropriate to today’s issues. The nuclear option IS NOT reconciliation. THERE IS A HUGE DIFFERENCE. In 2005, the Dems were opposing the nuclear option (and the “Gang of 14″ stopped it’s use). The nuclear option would permanently change the Senate Rules. In 2005, the nuclear option was being threatened to abolish the fillibuster forever. That was what all these DEMs were opposing….and they were right.
Reconcilliation is using an existing senate rule to pass budget related legislation.
Today Harry Reid wants to use reconciliation. Reid and the other Dems are not talking about using the nuclear option. So these video “flashback” clips opposing the nuclear option do not apply to today’s use-of-reconciliation issue.

I agree that it’s hypocritical of those in the video speaking out against the “nuclear option” to now be in favor of using it to push through their legislation. But, playing devil’s advocate, what if they come back with, “well, you did it first! We’re just following your example…” (Did Republicans use it? I don’t know…) Childish as it may seem, that would be the arguement many of them would present (assuming Republicans did use it). So there needs to be a response to that, and any other reasoning Democrats may choose to use. After all, if the Republicans have already used the nuclear option, isn’t it hypocritical of them to complain about the Democrats using it? In any event, what are your thoughts on the recent Republican use of the filibuster? Surely you realize that your Senators are abusing it worse than any other Congress in history? What happens when the Republicans come into power again, and the Democrats raise the ante, blocking things like tax cuts or reductions in spending? Will it be such an outrage if the Republicans seek to have it over turned then? I think the only fair solution is to set an arbitrary expiration date sometime in the future, when we won’t know who’s in power. Otherwise, it will never be eliminated, and it’s use will only balloon over time.
Also, to all those angry about the prospect of passing bills via reconciliation, you should know that the Republicans used it to pass the Bush Tax cuts. That’s why they have an expiration clause.

These remarks by Democrat Senators are in response to Senator Lott’s 2005 proposal to alter Senate rules to allow a simple majority to overturn cloture rules (known as the filibuster). They are not talking about Reconciliation rules, which the Republicans themselves used to pass all three of the Bush Tax Cuts and have used to make changes to national health care laws in the past. They are talking about a completely unprecedented deconstruction of Senate tradition to allow even the slightest majority to effectively silence all debate, which would damage Republicans just as much as Democrats in the long term. It’s funny that when Republicans were contemplated doing this it was “The Nuclear Option.” When the Dems use it it’s explained calmly by the media, as in “Well, that’s a legit tactic given that Republicans are trying to block this sensible reform.”
The Reps used reconciliation before 2005 to add $2.3 trillion dollars to the deficit. Remember folks a tax cut that’s financed by deficit spending is really just a tax deferment. You pay eventually and with interest.
The quotes in the video aren’t about reconciliaiton though. They’re about changing the Senate rules to avoid filibusters in the first place. I’d be for such a change and think Dems are short sighted in having opposed it. But all the sturm and drang in the comments here just shows you wingers up as fools. This is a complete equivocation. To be perfectly clear: The Democrats were correct in opposing the so-called ‘Nuclear Option’ in 2005 for one reason: the Reconciliation Vote is ONLY for balancing the budget.
NOW, THE REPUBLICANS ARE CORRECT TO OPPOSE THE RECONCILIATION VOTE – dubbed the Nuclear Option – for the exact same reason. It cannot be used to bypass the normal 2/3rds majority vote requirement in order to pass legislation – that is, new and binding laws. It can only ammend previously agreed-upon legislation in order to bring it into fiscal compliance. End of story. If the ‘05 congress had tried, it would have been illegal. The same goes for the ‘10 congress today. And THAT is the sheer beauty of our Constitution, our Bill of Rights, and the Founder’s intent as ratified into the law of the land.
So when Republicans used reconciliation, that was perfectly acceptable. So if Democrats were to use reconciliation, that shouldn’t be a problem, either, right?

Bush, and many of the Senators who voted for his irresponsible, anti-conservative spending, lost the support of the conservatives, propelling the Democrat Party into the White House, and giving them super-majority status in the Senate. You will note that Dubya’s approval ratings reached their all time low, in the high 20 percent range, coincident with his giving away $700 Billion of our tax money. President Obama and the Democrat Party were given the reigns of our Republic with the understanding that they would put an end to Bush’s reckless spending, not increase it exponentially, as they have.

It seems it is okay now because it’s the Democrats who hold the majority.
The video does demonstrate typical hypocrisy of both sides, which is always entertaining to see.
However, a couple of points. First, the Republicans used reconcilliation many times when they were in charge because they never had a 60 vote majority. It’s a well established rule in the Senate, it is not anything radical.
Second, the democrats were not talking about reconcilliation. They were talking about the republicans using the ‘nuclear’ option to change the rules to stop filibusters against judicial nominees. But ultimately there was a compromise, the gang of 16, I believe? Senators from both sides came together and pledged not to filibuster except in extraordinary circumstances. Perhaps the Republicans will make this same pledge today? And agree to allow an up or down vote on health care?
And finally, I suspect that many of the commenters here that are “outraged” at the democrats now, had no problem with the republicans trying to go even further a few years ago in order to get their judges voted on.

As a conservative, I can appreciate those liberals who have graciously taken it upon themselves to educate us on the differences between reconciliation and the nuclear option.
But to think1st who offered this: “Using Reconciliation to reconcile bills that made it past a fillibuster is what it was designed to do, especially on budget issues that may have needed quick passage to avoid shutting down the government.” It is not “especially” on budget issues, but SOLELY on them. Dems are basing their authority to use reconciliation on a budgetary premise; there can be no other way. I hope those “arrogant, power grabbing” Republicans will take the cue and mimic the Democrats’ denounciation of using the nuclear option. One by one, each Republican should go up to the well and start out with: “Quoting VP Biden’s comments of 2005, … .” The next Republican could get up and again, say outright, “Citing Schumer, or citing Feinstein, or citing Hillary, who said in 2005, … .” There’s nothing more powerful than throwing back the Democrats own words smack in their faces.
The Republicans just need to play these clips when the Dems start talking about the Nuclear Option! Use their own words against them!

Those of you who attempt to defend the sickening hypocrisy shown in this video by pointing out that it was not reconciliation that was being discussed, but rather the “Nuclear Option” rules change, need to play the video again and listen closely. What these Democrats were wailing and gnashing their teeth about was not that the rules were to be changed. They were fuming about the RESULT of the rules change. They were furious because there would be no bipartisan cooperation; no input from the minority party; no tolerance for dissent; no contribution from the both sides of the aisle in the final product. And that is EXACTLY what they are attempting to do with this health care legislation- pass it without any support from the Republicans. As it stands now, not a single Republican Senator is on board with this, not even RINOs like Snowe, Collins, McCain, or Brown.
So can we please desist from making this foolish argument that this is not a “Nuclear Option”, albeit a smaller, “tactical” one? It’s frankly more than a bit insulting, and NOBODY who thinks rationally is buying it.

You are both sadly mistaken and/or misleading in your facts. The “nuclear option” was being considered in 2005 in order to change the rules on filibustering judicial nomineess…NOT filibusters as a whole. Other rules on filibusters (ie other legislation) would still have applied.
And by the way, the reason this move was considered is because the minority Democrats at the time were filibustering George W. Bush’s judicial nomimees….an unprecedented move by the Democrats. Each nominee deserves an up or down vote and Democrats refused to let it happen.
Therefore, Republicans considered, but never accomplished ending the practice of filibustering judicial nominees. Essentially Democrats invoked this new tactic which, with their moves in 2005, will likely now require 60 votes for judicial nominees instead of 51.
(I can’t wait to see Repubs use this same tactic on Dems! Hope their own medicine tastes good!)
The reconciliation process (which takes only 51 votes) is now being touted by Democrats for over a $1 Trillion dollar, major change in law where healthcare is concerned.
Reconciliation’s purpose is only for budgetary issues, and can’t be used to make or change law.
So, great all knowing John and playjurist — just how can Democrats use reconciliation within its purpose and guidelines when their healthcare crap sandwich is one of the most expensive bills ever written with sweeping changes in laws—old and new? I’ll answer it for you. Because they will do anything they can to pass their dream of socializing healthcare…rules, precedent, and their own words fall by the wayside.
As far as the nuclear option discussed in the video and the reconciliation process now being discussed…the video is entirely relevant in calling out hyprocritical Democrats. In their own words, they howled how 60 votes should always be required for judicial nominees. But now they believe that only 51 votes should be required for budget busting, deficit exploding, major law-changing healthcare bill.
When Dems are in power, 51 votes should be the norm (in their minds). When GOP in power, 60 votes must be required or the country is going to hell in a hand basket (in their words and minds).
This link is misleading at best – and given the ideologically focused source (power line) I am not surprised. Budget reconciliation is not the nuclear option. 22 reconciliation bills were passed between 1980 and 2008, including a majority of legislation for the Contract with America 95′, welfare reform 96′ and the Bush Tax Cuts of 01′ and 03′. Both of which contained budget mixed with policy. The “nuclear option” is referring to Trent Lott’s 2005 statement of forcing a majority vote for the 10 judicial nominees that were being filibustered by democrats. Judicial nominations are not budget related – therefore have no legal precedence for reconciliation.
Do some research…
Some posters claim that prior Republican dominated governments have used reconciliation themselves, but I have seen several cable newscasters claim that if the current Dems use it to ram through healthcare redistribution, it would be “unprecedented.” Did the previous Republican dominated governments simply seek to obtain it, but never actually passed anything significant with it (in which case there is no real precedent for it), or did they actually pass significant legislation by actually using reconciliation (not just seeking it)?
Stop embarrassing yourselves by blindly clinging to either political party. The game of both is equal. The “Haves” try to keep constant pressured applied on the “Have Nots”. Then when things get bad, they back off a little to let the “Have Nots” climb back up a little higher. But then they push them back down towards the abyss as directed by their greed and power hunger. This has been going on for multiple decades. But the problem is, you can’t maintain a true balance by exacting extremes, and that is becoming evident as this country starts to lose it’s footing. And the bigger problem is many of the other countries or “Haves” are so entwined with this country as well as one another that this is also causing them to lose their own footing. What lay ahead is not very pretty at all for any of us, even the “Haves”. No sense in wasting time arguing about which criminal should be in charge. But soon enough you’ll cease to care.

When I was in college I knew a liberal named Matt who was volunteering for the Democrats, the senate races before Obama. He had hopes of a political career. He was in my social group. The “nuclear option” referred to a change in the rules of Congress to remove the ability to filibuster. What the Democrats are currently planning does not change or violate the rules of Congress. It may not be in the best interest for the country, but it is in no way similar to what the Republicans were threatening.

I love how, in 2005, it was the NUCLEAR OPTION (gasp!), but now in 2010, its “reconciliation”. Reconciliation is defined as becoming friendly again or to bring into harmony. Isn’t that so nice, warm, and cuddly as opposed to NUCLEAR OPTION (gasp!) which connotes death, destruction, and horror. I do not know who the Dems think they are fooling, but in the case of Obamacare, its all donkey exhaust.

Lately, the Fox News crowd has been using the phrase to describe passing legislation through the reconciliation process. That’s silly — reconciliation has been used plenty of times, and it’s never been called this before.
So what is the “nuclear option”? It’s an idea Republicans came up with in 2005, when the GOP controlled the House, White House, and enjoyed a 55-vote majority in the Senate. Democrats were blocking consideration of some right-wing judicial nominees, and Sen. Trent Lott (R-Miss.), then chairman of the Senate Rules Committee, came up with something he called the “nuclear option.” (Republicans later scrambled to come up with a less-extreme label, but it was too late.)
The gambit is about finding a way around Senate Rule 22, which says 60 votes are needed to end debate, and 67 votes are needed to change the rules of the chamber. The “nuclear option” is intended to change the rules with 50 votes instead of 67.

As I stated at 2:34 PM, that’s a factually true, but intentionally misleading argument, used to defend what amounts to utterly indefensible hypocrisy and fanatical partisanship in this video. The Byrd Rule was intended for use with legislation pertaining to the Federal Budget, not to regulatory matters such as Health Care Reform. The controversy stems from that very fact. If you support ObamaCare, then so be it. But let’s be honest about what the Democrat Party is proposing to get their totally partisan legislation passed.

Once we take this country back, legislation needs to be written to strip all former congressional office holders of their “TAXPAYER” provided benefits effective 2012 and any current sitting congressman shall retain their “TAXPAYER” benefits for a maximum of two years after leaving office. There is no reason we the “TAXPAYERS” should be made to fund the retirement of the people when most of us can’t afford to retire ourselves.

OBAMA AND CONGRESS ARE NOT SUGGESTING TO USE THE ‘NUCLEAR OPTION’. They are suggesting to use budget reconciliation. That is not the nuclear option. The nuclear option is a term that Trent Lott (R-MS), my old Senator, coined when the Republicans suggested changing Senate Rules to end the filibuster. Trent Lott said it was a bad idea. They did not change the Senate Rules. Budget Reconciliation is a rule already in place in the Senate and has been used 28 times in the past 30 years. In fact, the Republicans used it a lot of times under Bush!!!! This video does not contradict anything the President and Congress are suggesting!!!!!! They are not suggesting the nuclear option… Once again Budget Reconciliation is not the nuclear option. Get your facts straight!

Until now, precious little information has come to light about President Obama’s youthful political views. That may change as disclosures by former political science professor Dr. John C. Drew eventually surface in the mainstream press.

They made such a big deal of using a simple majority to pass a law that is nothing close to what they are thinking about passing now. Liberals have such a short memory. Not a nuclear option and this video is disingenuous. The nuclear option is a termed coined by former Senator Trent Lott referring to an attempt by the GOP to circumvent the rules of the Senate on judicial nominees. All those comments by Democrats referred to that attempt in 2005 by the GOP to confirm President Bush’s judicial nominees.
Passing healthcare reform via the reconciliation process has been done in the past. Both COBRA and CHIP were passed using the reconciliation process. In fact COBRA stands for Consolidated Omnibus Budget Reconciliation Act. Let me make it clear: Consolidated Omnibus Budget RECONCILIATION Act.
There might be reasons to oppose the healthcare reform bill but the use of the reconciliation budget process is not one of them. If conservatives are so sure that such passage spells political doom for the Democrats then I would think that conservatives would be daring them to pass it. But you’re not, instead the GOP seems to want to derail it at any cost including putting out videos that misinform.
Okay, I’ll try to put this a different way for all of the frothing people who think they are conservative. Had the Republican party used the “nuclear option” at the point it was threatened there would be no way of stopping the health care, or any bill from passing with a simple majority.
The “nook-yoo-lar” option has NOTHING to do with reconciliation. You guys threatened to use it in 2005 because the Dems were blocking W’s judicial nominees. BTW, since 1980, reconcilation has been used 22 times — 16 times by Republicans. (How do you think the Bush Tax Cuts, both of them, got through?)

The “nuclear option” would exploit this precedent by changing the rules so that a certain piece of legislation could pass with just 51 votes.

It’s obvious from reading the posts here that the left is has only two arguments, (besides hit-and-run name-calling), to defend this hypocrisy:
The “Yeah-But-It’s-Not-the-Same-Thing” argument
and

The former is intentionally misleading, because while technically true, it is in effect EXACTLY the same as the nuclear option: to circumvent bipartisanship and enact single party rule. It is not a rule change, but it sets precedent, so it will have the same effect in future Senates. The latter argument is also true, but pointless. It is the Democrat version of the playground argument, “He started it”. It does not excuse the hypocrisy of the Senators in the video, nor does it hide the naked hypocrisy of the leftists who support them on this forum.
Read the Constitution. Majority vote on legislation is there in black and white.

Yes, it is terribly frustrating to constantly shovel through the repeated false statements, the blind partisanship, the racism, and the name-calling, just to find that occasional constructive conversation or respectful, spirited debate. A lot of very limited people hang out here, especially from the political left. There are good minds here at Breitbart too, though. I’ve read posts by them, and have communicated with them. Some of whom I disagree with on issues. I would like to think it’s still possible to solve our Republic’s problems by peaceful means. But I do often wonder if it really is, given that many of the people you attempt to communicate with cannot even read and comprehend a sentence written in their native language, nor successfully construct and deliver a sentence of their own, let alone assemble them into a comprehensive argument based in logic or reason. Critical thinking and civil communication are no longer common virtues. Idle threats, childish insults, and blind party loyalty have replaced them.
I suspect that the anonymous nature of the internet is helping to facilitate this decline of civility. I doubt that such mindless insults would be so readily spewed if they had to be delivered face to face. I suspect that more than a few of the insulters here would be lying in the fetal position on the ground, with their teeth kicked out of their slimy mouths if they chose to speak in person as they do in this forum. It’s a pity that political discourse has sunk to this, since our Republic is in such peril, and we all have so much to lose.

Thanks. No, they’re not naturally that stupid or ignorant. They have been made so intentionally. Nearly all of the most trusted and respected institutions in this country, where one would expect to learn critical thinking, or where one would learn how our Constitutional Republic was intended to function, were purposefully infiltrated by the radical left, and converted into indoctrination centers for leftist thought. That includes our classrooms and campuses, our newsrooms, and our entertainment. So, unless one has a natural inclination to think outside the box and researches on his/her own, or is directly affected by the injustices that occur when our Constitution is perverted or circumvented and is thereby motivated to seek out the truth, why would we expect people to correctly understand how our Republic works? After all, they’ve been misled, in many cases, for their entire lives.
Some of the most stunningly ignorant, and most vocal defenders of leftist thought have received considerable formal education from these leftists institutions. Unless or until Constitutionalists choose to take these institutions back, by force if necessary, and restore Constitutional education, we can fully expect our Constitution, and the Bill of Rights therein, to be rendered obsolete, with the full support of the “educated”. Or, at least we can expect to be forced to fight for it’s survival, against an enemy who has been taught to oppose the founding principles for their entire lives.

For instance, if 2 republicans are running in a primary for the same spot, both of them may be a better selection then any of the democrats yet one good republican gets cast aside in the process.
Since at the moment there is a long distance between Left and Right there are still people in between so the line can be considered somewhat linear. This means there are no party’s anymore, just Americans trying to convince the voter who are the top one’s to choose from. Maybe the division from Left to Right would tighten a little and the person running could actually run on thier own beliefs and not some union or party belief.
How come I don’t see ANYone remarking on the difference between the two tactical moves, that the R’s want to uphold traditional filibustering (policy debate) but the D’s disgracefully used it to block presidential appointments? Probably a waste of time to try and explain it here, but what the hell. The fight in 2005 WAS NOT over the use of reconciliation. The Republicans wanted to use a simple majority vote to completely eliminate the filibuster in the middle of a Congressional session (elimination of the filibuster has long been called the “nuclear option” by senators in both parties.) The Democrats were objecting to changing a long-established rule in the middle of a session.
Reconciliation IS NOT, NOR HAS IT EVER BEEN UNTIL RECENTLY, considered the “nuclear option.” You are comparing two completely different Senate procedures. It’s apples and oranges.
Also, reconciliation is reserved for budgetary measures only. Changing the filibuster would not have been considered a budgetary motion, so it would have had a straight up-or-down vote on the Senate floor, which the Republicans, being in the majority then, would have won if you assume the caucus would have voted on a straight party line, which they probably would have done.

As it becomes increasingly clear that Senate Republicans are more interested in scuttling President Obama’s agenda for political gain than they are in actually negotiating on health care, the White House and Senate leadership are looking at a process known as “reconciliation,” which would allow some health care reforms to pass the Senate by a simple majority vote. Cable news, however, has raced to draw a false comparison between this well-established reconciliation process and a strongarm tactic known as “nuclear option” which progressives opposed in 2005.
As Media Matters reports, two CNN anchors described reconciliation as a “nuclear option” being invoked by Democrats. Fox News’ Bill Sammon claimed that “Democrats are headed for, not the public option but the nuclear option.” Sean Hannity claimed that Senate Democrats are “talking about a nuclear option if they can’t get their 60-vote filibuster number in the Senate,” and Fox commentator Dick Morris labeled reconciliation “the so-called nuclear option.”
This comparison, however, merely proves that CNN and Fox do not understand how the Senate works.
The most important difference between budget reconciliation and the so-called nuclear option is that the reconciliation process was created by federal law, while the “nuclear option” was dreamed up by an article published in the right-wing Federalist Society’s official journal. Under the Congressional Budget Act of 1974, the Senate may pass a law bringing federal tax and spending levels in line with a previously enacted budget resolution by a simple majority vote. This process allows senators to bypass the filibuster when enacting health reform provisions that impact the federal budget. President Clinton used it to enact his budget in 1993, and President Bush used it to enact trillions of dollars of tax cuts for the rich in 2001 and 2003.
Conversely, the nuclear option was an unprecedented proposal to simply eliminate the filibuster altogether if 50 Senators agreed. Although there is a very strong constitutional argument that a bare majority of the Senate can eliminate the filibuster immediately after a new Senate is seated, nothing in federal law provides for the nuclear option.
The distinction here is very clear. Reconciliation is authorized by an Act of Congress; the nuclear option is a power play dreamed up by a right-wing policy shop. As former Senate Republican Leader Bill Frist said of reconciliation, “It’s legal, it’s ethical, you can do it.” Simply put, there’s nothing “nuclear” about progressives believing that they can pass health reform by a majority vote; that’s simply known as “democracy.”

What is being described, as far as I can tell at least, isn’t the same thing. It seems that the Democrats are simply going to pass the bill in the house that was passed in the senate on December 24th of last year, and then put it through some reconciliation process.
Which means that the nuclear option from 2005 was completely different, if it had been done in 2005 there would be no filibuster now.
It gets even more weird,I know I am not supposed to use Google, but when I went to google and tried to find out more, it seems as if some sites are saying the nuclear option is when the senate and the house pass a bill with super majorities and defeat the filibuster, and then use a common process called reconciliation to pare it down.
But, as I looked further, it seems as if this very thing was done over and over in the last 10 years and is quite common.
Why is this quite common thing being linked with declaring the filibuster unconstitutional?

Our representatives think we are stupid. We aren’t. It any “Nuclear Option” is to be exercised, it should be used by the American voters to clean house in Congress on both sides of the aisle. Professional politicians must go.

Umm, fellas, the nuclear options are different. These videos, 2005 statements, discuss CHANGING Senate rules, the current 2010 debate involves using reconciliation. Changing Senate rules is DIFFERENT than reconciliation, a currently accepted rule. I am not a fan of the bill, but lying/deceiving about the other side does not help the argument, in fact it gives the Dems a credible grievance to support their need to use reconciliation because Republicans are being unreasonable.
People are arguing that these situations aren’t the same because the Republicans were proposing to remove filibuster
in 2005 whereas the Dems are only using ‘Reconciliation’. They are ACTUALLY the ones missing the point. In both cases the
ruling party was trying to do something wholly innappropriate and counter to the way in which the Senate works. To use
Reconciliation to try and pass such a large, contentious and socially sweeping type of bill is actually WORSE. At least
the Republicans had the honesty to admit that what they were doing was destroying the proper use of filibuster. The Dems
are pretending there’s nothing unprecedented about using Reconciliation on a bill of this magnitude. Dishonesty on top
anti-constitutional power grab. If filibuster isn’t appropriate for a purely partisan bill of this magnitude,
that a MAJORITY of Americans oppose, when is filibuster appropriate??? Makes me sick. These videos are absolutely
relevant.
I agree agree most democrate politicians in office now are corrupt beyond saving, but so are most republicans. We need to get rid of ALL dishonest politicians in office and elect true patriots (preferably conservatives).

Yes, reconciliation has never been called “the nuclear option” until the Democrats talked about using it for the Health. It was originally used by Ronald Reagan to gain tax cuts against Democratic filibusters, and has been used 20 more times, mostly by Republicans, since. The “Nuclear Option” discussed by the Democrats in 2005 is an entirely different process, one that was never used before, and still has never been used. It would essentially use a “point of order” to illegally declare fillibusters to be illegal. A very different issue. Republicans accuse Democrats of not getting their facts straight, then make up and use deceptive videos like this. Do your own research people!

The hypocrisy demonstrated by the majority is truly pathetic. The progressive agenda is clearly demonstrated by this video as I watch the Dem leadership flip flop and make fools of themselves. Are these people really stupid enough to think no record will exist showing them foaming at the mouth like the partisan fools they are? Gosh, imagine, hypocritical power-mongering politicians railing about a change of rules when it doesn’t suit their purposes and then doing what they complained about to destroy yet another bit of the little freedom that Americans have left. Wise up American – it’s time to vote against every incumbent and sweep clean the filth that has been allowed to build up in our political system.
