It is up to the Registrar which forms of I.D. are required, but obviously, the precinct workers *have to* refer to the Voter Lists and see some form of I.D. or see the Sample Ballot in their hand that was mailed to the voter, that indicates this is a legitimate voter; and then they make you SIGN the Registered Voter Book, and then they hand you the ballot.
WHY would not having PHOTO ID make a difference?

(A buyer’s club Membership Card with one’s name & photo is good enough to validate WHO you are.) How about a little common sense?!

How can an individual that is just registering to vote already be on a Voter List? My inquiry does not apply to Cook County, Illinois, where I assume this practice is commonplace!

Good question. Never heard of such a thing. In our state, there are DEADLINES by which you must be REGISTERED before you will be allowed to vote (in any upcoming elections). Not sure how many days–something like a couple, three weeks.
