The President has gone overboard on diplomacy because it hasn't helped what-so-ever. As long as you are STILL in need of clarification, and didn't pay attention when the event actually happened, the banner was a reference to successful mission of the USS Abraham Lincoln after being deployed for 290 days. According to Captain Conrad Chun the ship had no way to make the banner on board and asked the White House to have it made for the planned arrival of President Bush. The White House made it and had it put up for them, and Bush used the opportunity to declare that "major combat operations" were over in Iraq, NOT that the fighting was over. And guess what? Major combat operations were over, Saddam was toppled, the rape rooms were a thing of the past, and the old regime was no longer in control – we prevailed over Saddam and his military. The Defense Department defines MCO "major combat operations" as "force on force" combat. Saddam no longer had a military "force" and so by definition MCO was over and Iraq was free of institutionalized despotism. Operation Iraqi Freedom was therefore a success just as Bush said. This did not mean there would no longer be fighting with insurgents, terrorists, etc. and Bush said as much in his speech that day…

"We have difficult work to do in Iraq. We're bringing order to parts of that country that remain dangerous. We're pursuing and finding leaders of the old regime, who will be held to account for their crimes.
