Why don't we just dispose of the "ethics committee" and place a permanent rotating detachment of FBI agents and federal prosecutors in congress to run all investigations on capitol hill?
You could have the Attorneys General from each state nominate one prosecutor and one FBI field agent and then have a special master appointed by the Chief Justice to draw names in a public lottery.
Five from the FBI and five DOJ prosecutors for one year only and they can never be appointed again so as to avoid any of them getting "chummy" with any members of either chamber.
The prosecutors and agents could be granted total control over all fund raising records, financial records, tax records, congressional appointment logs, telephone logs, email and snail mail.
If the "congressional ethics agency" believes there is credible evidence to proceed to prosecution any one of them can swear out a warrant and file criminal charges in federal court.

The voters have a responsibility to monitor and audit the ethic of the president, House and Senate. As a voter our process will begin in November of 2010 regardless of what Pelosi, Reid or Obama want or what they think. This will be the time to "take them out". I believe this is the ONLY way that these career politicians will get the point, don't expect them to take action, they are all a part of the problem, not a part of the solution.
