Free Speech comes in a variety of ways, all signs are a part freedom of speech (ie. billboards on the highways). If the people at these town hall events say okay, the people are saying okay to limiting their freedom of speech.
The elite are are not going to take freedom of speech away all at once. The people would cause an up roar if they did. They will do it ever so slowly and gradually.

In this case I wouldn't enter the town hall and give the Congressman cadence. I would ask and encourage patrons to remain outside and protest the Congressman's child like, anti-freedom of speech behavior. Nothing he has to say is going to be of worth, if he is taking the upper hand and stripping us of our basic right of freedom of speech, right off the top. I would try to go in and get people to walk out and leave.
I would treat him like I do my kids when they act out of line. Walk away and get others to walk away. He is not honestly going to meet you half way in the discussion. Anyone who thinks this is greatly mistaken.

Wisconsin’s 8th district representative Steve Kagen (D) did the same thing in Green Bay last August. Though it was billed as a health care Q&A, it was union sponsored. This was not made clear in any of the pre-rally publicity either in the media or on Kagen’s own website.
Outside the auditorium, anyone who arrived with a sign had been immediately directed, and at times ‘escorted’, to a table behind a small hill where the signs were confiscated. It was called the ‘truth booth’ or something like that.
Kagen was escorted onto the stage by union security which was tight and highly visible. Union security and leadership lined the aisles as well as the walls and video taped anyone who spoke and the audience in general.
The union had placed pre-printed signs on each seat. No other signs were allowed. Five people seated in my row were not holding up the signs provided. Four of us were non-union. The person sitting next to me was a union member and not holding up the sign either. We were repeatedly taped by the union stewards. This made the person next to me increasingly nervous until, finally, he held up the sign.
Kagen was escorted off the stage and out of the auditorium by union security.
Kagen defended his misleading promotion of this union rally as a public Q&A session by saying it was well known in advance that it was a union health care rally.
