You are right on one thing, it is true that the Education Chief did not give the verbal response but that was what he told Christie, unlike Maddow said. This was confirmed by witnesses and that is why he made that claim to the press. That was one of the reasons why the education chief was fired, for relaying false information to save his butt.
Either way this is what you call a mistake, forgetting to turn in information. No one is perfect. This lady knew the rules of nepotism, as do all in Congress, and yet blatantly did an act that was unethical. That is why Christie and Rep. Johnson's cases are completely different.
