Public speaking isn't about intelligence or show how hard a person works to represent their constituents. This performance is sad in many ways but at least she didn't say something stupid like Palin did when she got the shakes. Some people just lock up others babble about silly things. I have seen it all before in school when young adults discuss their projects. Some times it is because they didn't do the work but more often they can answer detailed questions about the subject matter after the speech and clearly had a case of the jitters. Most often it is having excessive amounts of knowledge about subject matter that leads to this type of breakdown.
