Administration Official: Sebelius ‘Misspoke’ in Saying Public Option ‘Not an Essential Part’ of Health Care Reform

Marc Ambinder: An administration official said that Health and Human Services Secretary Kathleen Sebelius "misspoke" when she told CNN this morning that a government run health insurance option "is not an essential part" of reform. This official asked not to be identified in exchange for providing clarity about the intentions of the President. The official said that the White House did not intend to change its messaging and that Sebelius simply meant to echo the president, who has acknowledged that the public option is a tough sell in the Senate and is, at the same time, a must-pass for House Democrats, and is not, in the president's view, the most important element of the reform package.

WASHINGTON (CNN) — A key Senate negotiator said Sunday that President Obama should drop his push for a government-funded public health insurance option because the Senate will never pass it.

Democratic Sen. Kent Conrad of North Dakota said it was futile to continue to “chase that rabbit” due to the lack of 60 Senate votes needed to overcome a filibuster.

“The fact of the matter is there are not the votes in the United States Senate for a public option. There never have been,” Conrad said on “Fox News Sunday.”

His comment signaled a shift in the health care debate, with Obama and senior advisers softening their support for a public option by saying final form of the legislation is less important than the principle of affordable coverage available to all.

SASKATOON — The incoming president of the Canadian Medical Association says this country’s health-care system is sick and doctors need to develop a plan to cure it.

Dr. Anne Doig says patients are getting less than optimal care and she adds that physicians from across the country – who will gather in Saskatoon on Sunday for their annual meeting – recognize that changes must be made.

“We all agree that the system is imploding, we all agree that things are more precarious than perhaps Canadians realize,” Doing said in an interview with The Canadian Press.

“We know that there must be change,” she said. “We’re all running flat out, we’re all just trying to stay ahead of the immediate day-to-day demands.”

The pitch for change at the conference is to start with a presentation from Dr. Robert Ouellet, the current president of the CMA, who has said there’s a critical need to make Canada’s health-care system patient-centred. He will present details from his fact-finding trip to Europe in January, where he met with health groups in England, Denmark, Belgium, Netherlands and France.

His thoughts on the issue are already clear. Ouellet has been saying since his return that “a health-care revolution has passed us by,” that it’s possible to make wait lists disappear while maintaining universal coverage and “that competition should be welcomed, not feared.”

In other words, Ouellet believes there could be a role for private health-care delivery within the public system.

He has also said the Canadian system could be restructured to focus on patients if hospitals and other health-care institutions received funding based on the patients they treat, instead of an annual, lump-sum budget. This “activity-based funding” would be an incentive to provide more efficient care, he has said.

Can anyone recall a past administration that used the terms like “Misspoke”, or “What I meant to say” so much? Even back in the campaign, whenever Obama said something that he didn’t expect the general public to hear (remember the “clinging to their guns and religion” statement) the next day his handlers had him out there saying, “What I meant to say was blah blah”.

This is a classic sign of complete lack of leadership and direction inside the administration. Look at all the gaffs from different members where they made statements that were contrary to Obama’s “direction”.

I’d love to be a fly on the wall in the White House. I bet there’s a lot of inter-departmental squabbling and politics.

This health care nationalization legislation is turning into a fiasco for the Democrats. They are essentially retreating in disarray. First they trash the middle class by calling them Nazis, mobs and “Evil Mongers”- because of their legitimate concern that they will lose the health care they rate highly. Now, within the administration, it appears the hindquarters is unaware of what the headquarters is doing. In fact, I’ve seen more organized creatures running around the barnyard with their heads cut off.

So it is to this level of organization and competency that they expect Americans will trust to micromanage every aspect of their health care?
