This is probably the hieroglyph representing the biliteral, “hr”. It can also be an ideogram meaning “on”, “upon”, “over”, “for”, or “face” depending on how it is used in the sentence. If you look it up in Gardiner’s list you will find it under D2 (Parts of the Human Body, Face from front). Since they did not show the entire text but only a close up of the one glyph, it isn’t possible to tell how it was used or what meaning was meant by the symbol.

The fact is the symbol is Human, folks, and Angry White Male is correct. Obama was having a little fun at his own expense.
