Yes, you have a point. But, and this is a big but, the world knows McCain. I highly doubt that they wouldn’t expect retaliation from him. So I do not think they would test his resolve.

To answer your question, my take is that Biden is smart, but he says a lot of things off the cuff that come back to haunt him – not that he seems to worried about it.
I don’t know precisely what Biden is referring to regarding an international crisis or an international one.
I don’t think it’s any secret that the next president will have to hit the ground running – as we seem to be approaching 100 percent crisis mode here especially, but globally as well. I think there is more to it than that, though. I think he is suggesting that there may still exist some renegade elements that may pull off another type of terrorist attack, another 9/11. I’m going to assume most people no longer believe the official version of what really happened. It may be biological or anything – but keep in mind Biden is being constantly briefed, like all senators with information – not all of it public.
Even Glenn Beck has addressed the issue of the martial law. I can’t stand Glenn Beck, generally. But I think he was trying to give a heads up of what’s coming. Congressman were threatened that if they didn’t pass that bailout, material law would soon follow.
