You guys might want to see the facts here before you start running around like a bunch of communist idiots.
The $2.7 billion is over 30 years. It’s a rebate from the excise tax on all alcohol. In the case of Puerto Rico and the USVI, it is $13.50 per gallon of rum. Of that, the Federal Government returns $13.25 directly to the place of manufacture (in this case, Puerto Rico or USVI)with no strings attached. The territories can spend this money any way they want and always have. Puerto Rico decided to institute a statute that would allow only 10% of this rebated excise tax go back to the manufacturer of the rum. Puerto Rico has always loved this since it was free revenue they could use for anything they wanted. The US Virgin Islands made no such statute.
Therefore, the USVI has agreed to give more of the excise tax rebate to the manufucturer than Puerto Rico. Diagio (maker of Captain’s Morgan)has agreed to move to the USVI. This in turn adds hundreds of millions of dollars into the general account of the USVI and adds dozens if not hundreds of jobs. It’s a deal for the the USVI and just sour grapes from Puerto Rico who will lose this free revenue.
The bill that Charlie Rangel is holding up is completely the opposite of what most of you are complaining about. The bill would mandate that the FEDERAL GOVERNMENT would now control these funds and not the independent territories. This is how Puerto Rico thinks they can stop this move. If they can force the USVI to use the excise tax to build schools, increase teacher’s salaries, etc., they hope they can win back Diagio. This is ridiculous. This is not Federal money. That clip is ridiculous. This is not some stimuluos package and has nothing to do with the Federal Government unless Charlie Rangel allows this bill to get out of committee. You are rooting against the wrong thing. Shame on Fox Business for not doing any of there homework and only allowing one side to post their misinformation.
